This is appbuild.  Its purpose is to simplify writing X Toolkit applications.

Some other packages are supported, include GNU autoconf, GNU gettext,
and OffiX.

The only real requirement is that you have perl installed.  You can
distribute the output of appbuild with your source, so that people don't
need to install perl and appbuild just to compile your program.
