Although there is no fee, KCL is NOT in the public domain. You are authorised to obtain it only after signing and mailing in a licence agreement. Before you ftp KCL files, you MUST fill out and send in the licence agreement contained in the file "LICENCE". Otherwise, you are not permitted to make copies of KCL.
